Heartbreaking

Homelessness. How do we solve it? Can we solve it? Why does it happen in the nation with the World's highest GDP? Are rules that supposedly protect individual autonomy, that an individual can only be committed to a mental institution if they are a danger to themselves or others, actually just an excuse to spend less money treating the mentally ill?
